Victoria Station is only a short distance away from Strike’s new girlfriend, Madeline’s house in Eccleston Square, Pimlico. 

Strike takes the opportunity to smoke while he walks to her house for a date in chapter 13. 

Strike also finds himself at Victoria Station in chapter 93 where he sits on a bench for almost an hour, resting his sore leg, before heading home. Oddly enough, both visits to Victoria Station lead to meetings with Madeline, although with very different results.
